Posouzení vhodnosti datového modelu pro správu územně analytických podkladů s ohledem k potřebám MěÚ ve Vítkově

Abstract

Předmětem diplomové práce je posouzení vhodnosti datového modelu pro správu územně analytických podkladů s ohledem k potřebám Městského úřadu ve Vítkově. První část práce obecně charakterizuje problematiku územního plánování a zabývá se především příslušnou legislativou – důvody, které vedly k přijetí nového stavebního zákona a hlavními principy územního plánování v nové právní úpravě. Další část se podrobně věnuje charakteristice nového institutu územního plánování - územně analytickým podkladům, které jsou nejvýznamnější změnou stavebního zákona. Zaměřuje se na možnosti využití geoinformačních technologií a popisuje konkrétní zkušenosti s prvním pořízením územně analytických podkladů v oblasti jejich finančního, personálního a technického zajištění. Poslední stěžejní část práce podrobně analyzuje datový model pro správu územně analytických podkladů, výsledkem analýzy je návrh zcela nové struktury datového modelu a jeho dalších úprav.

The topic of this thesis is the evaluation of the applicability of the data model used for the administration of planning analytical materials with regards to Vítkov Municipal Authority requirements. The first part of this work generally characterizes the town and country planning and it mainly deals with its legislation - the reasons that have led to the passing of the new building act and the main town and country planning principles in the new law adjustment. The next part describes in detail the new town and country planning institute - planning analytical materials, which are the most important building act change. It concentrates on the possibilities of geographical and information technologies usage and describes the individual experience of the first planning analytical materials making. The materials deal with their financial, personal and technical safeguarding. The last and crucial part of this work analyses in detail the data model for the administration of planning analytical materials. The result of this analysis is a proposition of a completely new data model structure and some more corrections of this model.
