Zhodnocení výdajů za zdravotnické prostředky z veřejného zdravotního pojištění

Abstract

This master's thesis analyzes and evaluates expenditures on medical devices reimbursed from the public health insurance system in the Czech Republic between 2020 and 2024. The aim of the thesis is to identify structural inequalities and the degree of market concentration in the prescription and reimbursement levels of these devices. The study utilizes extensive open data from the Institute of Health Information and Statistics of the Czech Republic (ÚZIS) and item lists (nomenclatures) from health insurance companies. These data were aggregated based on medical device codes, medical specialties, healthcare providers, and geographical distribution at the district level. Advanced mathematical and statistical tools for measuring market concentration and inequality were employed, specifically the Gini coefficient, the Herfindahl-Hirschman Index (HHI), and concentration ratios. The data were processed and visualized using MATLAB and QGIS software. The results of the analysis provide a comprehensive overview of the distribution of financial resources within the system and answer the established research questions regarding the efficiency and structure of reimbursements.
