Vliv socio-ekonomických faktorů na hospodaření malých obcí

Abstract

Tato diplomová práce řeší problematiku nejnižších územně samosprávných celků z hlediska jejich socio-ekonomických charakteristik. Cílem bylo vícekriteriální zhodnocení hospodaření vybraných malých obcí správního obvodu obce s rozšířenou působností Prostějov za období let 2011-2022. Z hlediska literární rešerše bylo využito odborné literatury a legislativy. Práce obsahovala dva dílčí cíle. První z nich se zabýval hospodařením vybraných obcí z hlediska odvětvového členění výdajů a druhý dílčí cíl byl zaměřen na hodnocení obcí pomocí metody TOPSIS. Z výsledků vyplývá, že obce nejvíce finančních prostředků investují do odvětvových skupin 2, 3 a 6. Obce mají rozložení výdajů téměř podobné. Nejrozdílnější strukturu výdajů dle odvětvového třídění má obec Hluchov, která investuje nejvíce financí do skupiny 6 - všeobecná veřejná správa a služby. Z hlediska hodnocení metodou TOPSIS byly vytvořeny dva modely, které rozlišovaly váhy nastavených kritérií. Kritérií bylo celkem osm a členily se dle struktury obyvatel obce, občanské a technické vybavenosti a hospodaření obce. V prvním modelu, který neměl diferenciované váhy kritérií získala první místo obec Hluchov a nejhorší obec Přemyslovice. V druhém modelu, který rozlišoval jednotlivá kritéria se umístila jako nejlepší obec Bílovice-Lutotín a nejhorší skončila obec Stařechovice. Z hodnocení metody TOPSIS ovšem vyplývá, že žádná z obcí se významně neliší.

This thesis examines deals with the issue of the lowest territorial self-governing units from the point of view of their socio-economic characteristics. The goal was a multi-criteria evaluation of the economy of selected small municipalities of the administrative district of the municipality with extended jurisdiction of Prostějov for the period 2011-2022. From the point of view of literary research, professional literature and legislation were used. The work contained two sub-goals. The first of them dealt with the management of selected municipalities from the point of view of the sectoral breakdown of expenses, and the second sub-goal was focused on the assessment of municipalities using the TOPSIS method. The results show that the municipalities invest the most funds in industry groups 2, 3 and 6. The distribution of expenses is almost similar for the municipalities. The municipality of Hluchov has the most diverse expenditure structure according to sector classification, which invests the most funds in group 6 - general public administration and services. From the point of view of evaluation by the TOPSIS method, two models were created that differentiated the weights of the set criteria. There were a total of eight criteria and they were divided according to the structure of the village's population, civic and technical facilities and the management of the village. In the first model, which did not have differentiated criteria weights, the municipality of Hluchov won the first place and the municipality of Přemyslovice the worst. In the second model, which differentiated the individual criteria, Bílovice-Lutotín was ranked as the best municipality, and Starěchovice was the worst. However, the assessment of the TOPSIS method shows that none of the municipalities differ significantly
