Analýza a tvorba vnitřních směrnic ve vybrané obci

Abstract

The bachelor’s thesis deals with legal regulations and internal guidelines of municipalities as tools of management in public administration. The aim is to analyse the system of these regulations in a selected municipality, evaluate their timeliness, clarity, and content, and propose measures for improvement. The theoretical part defines the legal framework of the functioning of municipalities in the Czech Republic and characterizes generally binding ordinances, municipal regulations, and internal guidelines, including their creation and control. The practical part focuses on the analysis of internal guidelines in a selected municipality and also includes a questionnaire survey conducted in three small municipalities as well as a SWOT analysis. Based on the results, recommendations are formulated to increase the efficiency, timeliness, and practical use of the guidelines, including a proposal for a new or updated internal guideline.
