Ekonomické a institucionální faktory bezpečnosti ve městě

Abstract

Bakalářská práce se zabývá problematikou zajištění bezpečnosti v České republice a v návaznosti na to také jejích obcí a měst. V jednotlivých částech je práce zaměřena na ekonomii a ekonomiku bezpečnosti státu, bezpečnostní systém, řeší pojmy jako veřejný sektor a veřejné statky. Věnuje se veřejné správě, státní správě a samosprávě a blíže popisuje samosprávu územní, zastoupenou základními územními samosprávnými celky, kterými jsou obce a jejich postavení v systému veřejné správy. Cílem práce je vymezit a zhodnotit ekonomické a institucionální faktory bezpečnosti ve městě Bystřice pod Hostýnem v letech 2018-2022 se zaměřením na městskou policii. Proto se dále zabývá již konkrétní organizací, kterou je Městská policie Bystřice pod Hostýnem, kdy popisuje její vznik, působnost a úkoly, které plní v rámci města Bystřice pod Hostýnem a jeho místních částí a na základě uzavřené veřejnoprávní smlouvy i v obci Chvalčov. Velká část práce je věnována zhodnocení činnosti této organizace ve sledovaných letech, zároveň jsou tyto údaje srovnávány v rámci města Bystřice pod Hostýnem a České republiky tak, aby byl naplněn cíl bakalářské práce.

This bachelor's thesis deals with the issue of ensuring security in the Czech Republic and subsequently also its municipalities and cities. The thesis is focused in individual parts (chapters) of the economy and economics of state security, the security system and deals with concepts such as the public sector and public goods. It deals with public administration, state administration and self-government and describes in more detail territorial self-government, represented by the basic territorial self-governing units, which are municipalities, and their position in the public administration system. The aim of the work is to define and evaluate the economic and institutional factors of security in the city of Bystřice pod Hostýnem in the years 2018-2022 with a focus on the city police. That is why the thesis further deals with a specific organization, which is the Bystřice pod Hostýnem Municipal Police, when it describes its establishment, scope and tasks that it fulfills within the city of Bystřice pod Hostýnem and its local parts and also in the village of Chvalčov, based on a concluded public law contract. A substantinal part of the work is devoted to the evaluation of the activities of this organization in the monitored years, and these data are compared within the city of Bystřice pod Hostýnem and the Czech Republic to fulfill the goal of the bachelor's thesis.
