Technické zabezpečení plnící stanice na zemní plyn

Abstract

Práce představuje technologické složení plnicích stanic zemního plynu a vysvětluje funkci významných prvků jako je kompresor, zásobník, jednotka pro sušení plynu a výdejní zařízení. Poté jsou uvedeny některé fyzikální a chemické vlastnosti stlačeného paliva, které ho charakterizují jako vysoce hořlavou a výbušnou látku. Následným výčtem některých obecných rizik zařízení, se autor snaží vyjádřit nebezpečnost plnicích stanic, zejména možným zneužitím úmyslným činem vnějším pachatelem. Tento poznatek je ověřen zhodnocením dokumentu, který se vztahuje také k bezpečnosti veřejných plnicích systémů. Ten se technickým zabezpečením proti sabotáži takřka nezabývá. Ve vlastní části tedy autor uvádí fiktivní plnicí stanici, která se díky své lokaci a dispozicím může stát terčem teroristického útoku. Jsou analyzována její bezpečnostní rizika z hlediska možného průniku k zásobníku stlačeného média. Na jejich základě jsou poté představeny možnosti technického zabezpečení proti sabotážním činům, které jsou rozděleny podle chráněných oblastí prostoru stanice na mechanické zábranné systémy a elektrické zabezpečovací systémy. Na konci diplomové práce je doporučena možnost rozšíření průmyslové televize instalované na fiktivní stanici.

The thesis presents the technological structure of natural gas filling stations and explain the function of the major elements as the compressor, tank, gas drying unit a dispensing equipment. Then it describe some physical and chemical properties of the compressed fuel, which is characterized as highly flammable and explosive substance. Followed by a list of some risks of technology devices which try to explain the hazards of filling stations, notably is possible of misuse with the external perpetrator. This observation is verified by evaluating of the document, which applies to the safety of public filling stations for natural gas. This document does not deal with the technical security against sabotage. In own part of the thesis the author describe to a fictitious filling station, which thanks of the location and the disposition could be there a possibility of terrorist attack. There are also analyzed the security risks of a possible penetration to the reservoir of compressed media. On the base of this options are presented the technical security against sabotage acts, which are divided according by the areas of protected filling station on the mechanical and electrical security systems. At the end of this thesis is recommend the possibility of extending closed circuit television which are installed on the fictitious filling station.
