Abstract
The main topic of my doctoral thesis focuses on the determination of basic factors that affect obtaining and securing of mineral, non-metallic and construction materials in the Czech Republic. The raw material policy of the Czech Republic is outlined in relation to the Central European region and the balance of foreign trade with mineral and construction
materials. The purpose of the doctoral dissertation is to analyze the current situation, indentify and set goals and design tools to achieve these goals.
The theoretical part of this thesis deals with the situation in the market with selected non-metallic materials including building materials - kaolín, clays, feldspar, glass and foundry sand, limestone, bentonite, stone for coarse and fine masonry construction, building stone, gravel and brick materials and their geographical distribution in the Czech
Republic, the European Union and selected non-European countries. A separate chapter is devoted to the prices of above listed industrial and building materials in the European and global markets. Special attention is paid to the development of the current global crisis in the financial system, and subsequent economic downturn, which materially affects the foreign trade of the Czech Republic.
Another chapter deals with the resource management of secondary raw materials in the Czech Republic, which are not a refuse, and there is a use for them, e.g. recycling of inert construction and demolition waste. In addition to the above mentioned chapters, my doctoral dissertation includes the raw material strategy of the Czech Republic and the European Union in the mutual connections and related international trade relations, and the import and export of industrial minerals in the internal and external markets.
The raw material policy of the Czech Republic will be compared with the neighbouring countries with emphasis on the possibility of securing territorial raw material needs through mutual import and export of raw materials and to ensure the adequacy of non-metallic materials in terms of sustainable development and the needs of the Czech Republic.
My doctoral dissertation contains a chapter devoted to industrial minerals inventory balance in the Czech Republic and its current and future consumption, including an estimate of possible future developments in this area. Attention will also be paid to legislative issues of surveys, early development and mining of industrial minerals deposits in the Czech
Republic. Based on the analysis of the current valid legislation in this area, a proposal for its possible modification will be provided.
The practical part of the thesis contains several various suggestions and recommendations with respect to the national policy on minerals and their resources. It describes the strengths and weaknesses of the current conception of the
national mineral policy and formulates conclusions and recommendations that can provide the basis for formulating goals, upgrades and updates of the national raw materials policy of the Czech Republic.
