Vývoj kapacit a odměňování zdravotníků v České republice

Abstract

The subject of this diploma thesis is the development of capacities and remuneration of selected groups of medical staff in the Czech Republic according to individual regions for the period 2012–2020. The main objective is to evaluate the development of capacities and remuneration of selected groups of medical staff for the period 2012–2020 according to individual regions of the Czech Republic. This main objective is divided into three sub-objective. First of them is connected with the analysis of public policies of regions valid as of 31. 12. 2021, second of them is an evaluation of the development of working hours and remuneration of doctors and nurses for the period 2012–2020 and the third of them is focused on the multi-criteria evaluation of capacities and remuneration of selected groups of health professionals for the period 2012–2020 and the subsequent definition of differences between regions. Based on a descriptive analysis, it was found that the area of personnel capacities in health care is not the subject of all strategic documents of the regions and in one region there was no focus at all on the area of health care. Based on the evaluation of time series according to the dynamics, it was found that the capacities and remuneration of doctors and nurses are not evolving in the same direction and pace in at least 70 % of the regions of the Czech Republic. According to the TOPSIS method, it was found that selected factors of multicriteria evaluation of personnel capacities and remuneration in at least 70 % of regions showed improvement in 2020 compared to 2012. The number of capacities of doctors per 1,000 inhabitants of the region, the number of capacities of nurses per 1,000 inhabitants of the region, remuneration of doctors and remuneration of nurses were selected as a compared criterias.It was found that the best rating was achieved in the Capital city of Prague, while the worst rating was achieved in the Central Bohemian Region
