Hodnocení přínosů a efektivity projektů realizovaných v rámci IROP I v Moravskoslezském kraji

Abstract

The thesis focuses on evaluating the benefits and efficiency of projects implemented under the Integrated Regional Operational Programme (IROP I) in the Moravian-Silesian Region during the 2014–2020 programming period. The aim is to quantitatively assess the ability of selected projects to transform public financial resources into measurable outputs and results using the Data Envelopment Analysis (DEA) method. The thesis first outlines the theoretical foundations of regional development and the support framework of IROP, then describes the methodology for evaluating public investments, and subsequently analyzes the efficiency of 100 projects across four thematic areas. The results identify both efficient and inefficient projects, benchmark units, and factors influencing the level of efficiency. Finally, recommendations are formulated to improve the targeting of public funding in future programming periods.
