Abstract
Dissertation thesis deals with a research of communication system to warn people in danger. This system distributes voice message with pre-recorded content to inform the participants at the event in their area by using Voice over IP technology. Transmission of information using a voice message exploits an advantage in comparison to notice that the target user is forced to pick up the call and listen to the message - hence information cannot be ignored or overlooked. Another advantage is the more accurate addressing of target groups and last but not least, it will be possible to ensure re-delivering of messages to users who have not heard the first call.
The theoretical part is focused on the state of the art in the field of information distribution via telecommunications technologies, own method is also presented including the proposal of a new algorithm. This proposal is based on the practical experiments that define the possible usage of specific technologies and expansion by other modules including the definition of the capacity of the distribution system. Next step is a theoretical analysis of the spread of voice streams on mobile networks and then a realization of a functional model in the simulation environment to analyze the behavior of individual system components and optimization of the algorithm in determining the optimal load is made. Based on the results of the simulation, the practical implementation of key algorithms and core of the voice distribution system follows.
