| dc.description.abstract | Hasičský záchranný sbor ČR zřejmě stojí před zásadní
změnou, která může mít výrazný vliv na fungování této základní
složky integrovaného záchranného systému. Tato změna spočívá
v navržení zcela nového modelu zajišťování doby služby
v jednotkách Hasičských záchranných sborů krajů. Hledání nového
řešení 60 let ustáleného modelu doby služby spočívá v nesouladu
služebního zákona s evropskou směrnicí, která řeší usměrňování
pracovněprávních vztahů v členských zemích EU. Zajištění souladu
služebního zákona s evropským právem by pro HZS ČR znamenalo
potřebu extrémního navýšení početních stavů příslušníků ve
výkonu služby (o 100 %). Zcela nové pojetí zajištění výkonu
služby dokáže využít stávajícího počtu příslušníků při zachování
požadavků evropského práva. Pro HZS ČR se však jedná o zcela
„revoluční“ pojetí systému. | cs |

| dc.description.abstract-en | Fire and Rescue Service of Czech Republic perhaps faces
before a fundamental change that can have a signifi cant impact on
the work of this basic element of the integrated rescue system. This
change is based on the entire new model of the working time in the
fi re brigade units. Searching for the new solution of the sixty-year
old working time model lies in discrepancy of inconsistent service
law and the European directive that deals with the regulation of
labour relations in the EU Member States. The compliance between
the service law and the European law would have a large impact
on the amount of the fi remen in the Fire and Rescue Service
(an extreme increase by 100 % members). An entirely new concept
of the service is able to use the current number of fi remen, while the
requirements of the European law are maintained. However, for the
Fire and Rescue Service this is an absolutely "revolutionary" new
