Ekonomika vybraného úřadu práce

Abstract

Těžiště této práce směřuje do oblasti institucionálního zabezpečení na úseku státní politiky zaměstnanosti v České republice a ekonomiky úřadů práce. Práce se skládá z teoretické a praktické části. Teoretická část se skládá ze dvou částí. První část definuje státní politiku zaměstnanosti, zachycuje její historický vývoj na území České republiky od roku 1848 do současnosti a vymezuje státní správu na daném úseku. Druhá část popisuje organizaci a činnost úřadů práce. Praktická část je věnována ekonomice Úřadu práce v Přerově. Při řešení zadané problematiky vychází práce z podmínek a specifik Úřadu práce v Přerově a je zaměřena na zkoumání a zhodnocení výsledků hospodaření úřadu v letech 2006-2009. V tomto kontextu vychází práce z hypotézy, že objem vynaložených běžných výdajů Úřadu práce v Přerově nezaznamenal v letech 2006 – 2009 výrazné změny. Na základě provedené analýzy získaných údajů a jejich komparace směřuje práce k závěru, že Úřad práce v Přerově v období let 2006 - 2009 hospodařil vždy s přebytkem. Hypotéza byla potvrzena pouze částečně. Výdaje na transfery v období let 2006 - 2009 kolísaly, zatímco celkové provozní výdaje byly ve sledovaném období relativně stabilní. Hodnocení hospodárnosti, účelnosti a efektivnosti ekonomické aktivity úřadu práce je však velmi složité a je nutné si uvědomit, že pouhé statistické sledování čerpání finančních prostředků není dostačující.

This work focuses on the institutional security into the section of the state employment policy in the Czech Republic and economics of labour offices. The work consists of the theoretical and the practical part. The theoretical part is further divided into to sections. The first section defines the state employment policy and its historical development in the Czech Republic from 1848 to the present, and further it illustrates administration of the given department. The second section describes the organizations and operations of labour offices. The problem solving derives from the focus of this work and reflects the specifics of the Labour Office in Přerov. The practical part is devoted to the economy of the Labour Office in Přerov and it aims to explore and evaluate the results of the financial management of the Labour Office in 2006-2009. The work derives from the hypothesis stating that the level of current expenditure incurred of the Labour Office in Přerov was not remarkably changed. On the basis of data analyses and its comparison, it is concluded that the Labour Office in Přerov traded surpluses during the period from 2006 – 2009. The hypothesis was confirmed only partially, though. The transfer costs were proved to fluctuate, while the total expenses connected with operating the Labour Office were relatively stable over the marked period. Consequently it is necessary to realize that since evaluation of the economy efficiency and effectiveness of economic labour activities is very complex, the statistical monitoring of the use of financial resources is not sufficient.
