Technická efektivnost zdravotních pojišťoven

Abstract

Diplomová práce se zabývá hodnocením technické efektivnosti zdravotních pojišťoven v České republice. Cílem diplomové práce je zhodnotit technickou efektivnost zdravotních pojišťoven v České republice za období 2018 až 2023 dle vstupně orientovaných modelů DEA. Pro dosažení stanoveného cíle byly formulovány tři výzkumné otázky. Pro analýzu byly sestaveny dva vstupně orientované modely M1 a M2 s rozdílným pojetím vstupních a výstupních proměnných. Tyto modely byly aplikovány za předpokladu konstantních výnosů z rozsahu (CRS) a variabilních výnosů z rozsahu (VRS). Součástí analýzy byl i ukazatel efektivnosti z rozsahu (SE). Na základě výsledků lze konstatovat, že nejlepší výsledky technické efektivnosti dosahovala Všeobecná zdravotní pojišťovna ČR (VZP ČR), a to v obou modelech. Dále z výsledků vyplývá, že zdravotní pojišťovny dosahovaly lepších výsledků technické efektivnosti v modelu s VRS než v modelu s CRS a že většina zdravotních pojišťoven dosahovala v modelu M2 vyšších hodnot technické efektivnosti než v modelu M1. To potvrzuje, že výsledky DEA analýzy jsou citlivé na zvolené vstupy a výstupy a že jejich výběr významně ovlivňuje interpretaci výsledků.

The thesis focuses on the evaluation of the technical efficiency of health insurance companies in the Czech Republic. The aim of the thesis is to evaluate the technical efficiency of health insurance companies in the Czech Republic for the period 2018 to 2023 according to input-oriented DEA models To achieve the stated objective, three research questions were formulated. Two input-oriented models M1 and M2 with different concepts of input and output variables were constructed for the analysis. These models were applied under the assumption of constant returns to scale (CRS) and variable returns to scale (VRS). The analysis also included a scale efficiency (SE) indicator. Based on the results, it can be concluded that the General Health Insurance Company of the Czech Republic (VZP ČR) achieved the best technical efficiency results in both models. Furthermore, the results show that health insurers achieved better technical efficiency results in the VRS model than in the CRS model and that most health insurers achieved higher technical efficiency values in the M2 model than in the M1 model. This confirms that the results of DEA analysis are sensitive to the chosen inputs and outputs, and their choice significantly affects the interpretation of the results.
