Uplatňování metod zvyšujícícíh kvalitu veřejné správy v podmínkách České republiky

Abstract

Dissertation work deals with the quality of public administration and its management in conditions of selected municipal authorities with extended powers. Quality management in terms of institutions in public administration is done through the methods increasing the quality of public administration. These are methods that lead to the target, performance, process and system-oriented management. For the solution of the dissertation work, there were chosen two methods – Common Assessment Framework and benchmarking.

The main aim of the dissertation is to evaluate the application of selected methods increasing quality of public administration in the municipal authorities with extended powers, and to define the terms and conditions for their increased effectiveness in practice of public administration. A partial aim of the dissertation is to characterize and evaluate the benefits of selected methods increasing quality of public administration for the performance of municipal authorities with extended powers.

According to the fact that the core issue of the dissertation is quality management in public administration, the main attention is paid to basic theoretical postulates and backgrounds which are closely related to the quality itself, and especially to the management in public administration and the issue of performance (efficiency, effectiveness) of institutions in public administration.

Practical part of dissertation is focused on the evaluation of application of Commonn Assessment Framework and benchmarking in conditions of selected municipal authorities with extended powers which – according to survey conducted among the institutions in public administration in the Czech Republic – belong to the institutions that have the most practical experience with the implementation of mentioned methods.

The result of dissertation is summarization and systematization of existing knowledge and results that are achieved through implementation of selected methods increasing quality in conditions of municipal authorities with extended powers. The benefit to the practice and theory can be seen in defining strengths and weaknesses in quality management in public administration.
