Financování investičních akcí v obci

Abstract

Předmětem diplomové práce je fungování obcí v ČR a jejich hospodaření. Hlavním cílem práce je objasnění fungování obcí v ČR a navržení vhodné varianty financování investičních akcí obce Mírov. Dílčím cílem práce bylo zhodnotit hospodaření obce podle druhového třídění rozpočtové skladby, zjistit strukturu a objem finančních prostředků, které má obec k dispozici a případně navrhnout změny v hospodaření. Teoretická část práce je zaměřena na hospodaření obcí ČR, strukturu územních rozpočtů a podrobnější popis rozpočtu obce podle druhového třídění. V praktické části práce je popsán vývoj hospodaření obce v období let 2006 až 2012. Součástí praktické části práce jsou návrhy financování investičních akcí obce. Uvedenými variantami financování investičních akcí se podařila verifikovat hypotéza práce. V práci bylo využito metody pozorování a popisu, metody konkretizace a komparace ukazatelů ve sledovaném období a finanční analýza všech částí rozpočtu obce. V závěru praktické části práce bylo využito také metody syntézy a dedukce.

The subject of this thesis is the functioning of municipalities in the Czech Republic and their management. The main goal of this thesis is to clarify the functioning of the municipalities in the Czech Republic and a suggestion suitable financing alternatives of investments municipality Mírov. The operational objective was to evaluate the management of the municipality by the type budget classification, than find out the structure and amount of funds that the municipality has available and eventually propose changes in management of municipality. Theoretical part is focused on the management of municipalities in the Czech Republic, structure of local budgets and more detailed description of the municipal budget by type classification. In the practical part of the thesis is described the development of the municipality for the period 2006 to 2012. The practical part contains proposals for financing investment projects of the municipality. Using the listed options for financing investment projects managed to verify the hypothesis of this study. In this study were used methods of observation and description, method of concretization and method of comparison indicators in the reference period and financial analysis of all parts of the municipal budget. In conclusion of the practical part of this thesis were also used methods of synthesis and deduction.
