Dezinformace a fake news v krizovém řízení

Abstract

Diplomová práce se zabývá vlivem dezinformací a tzv. fake news na činnost krizových štábů veřejné správy v České republice. Zaměřuje se na analýzu dopadů nepravdivých a zavádějících informací na rozhodovací procesy, krizovou komunikaci, koordinaci jednotlivých složek a chování obyvatelstva během mimořádných událostí. Teoretická část práce vymezuje základní pojmy související s dezinformacemi, charakterizuje informační prostředí v krizových situacích a zasazuje problematiku do kontextu hybridních hrozeb a infodemie. Součástí je rovněž přehled přístupů vybraných států EU a mezinárodních organizací k řešení dezinformací. Praktická část práce se zaměřuje na návrh opatření pro zlepšení práce krizových štábů s informacemi v prostředí zatíženém dezinformacemi. Součástí je návrh modelu práce s informacemi a doporučení pro praxi zaměřená na efektivní zvládání informačních hrozeb. Cílem práce je přispět k lepšímu pochopení vlivu dezinformací na krizové řízení a navrhnout prakticky využitelná opatření pro zvýšení efektivity činnosti krizových štábů veřejné správy.

This diploma thesis deals with the impact of disinformation and so-called fake news on the activities of crisis staffs within public administration in the Czech Republic. The thesis focuses on the analysis of the effects of false and misleading information on decision-making processes, crisis communication, coordination of involved units, and public behaviour during emergencies. The theoretical part defines key concepts related to disinformation, describes the information environment during crisis situations, and places the issue within the context of hybrid threats and infodemic phenomena. It also includes an overview of approaches adopted by selected European Union countries and international organizations in addressing disinformation. The practical part proposes a set of measures aimed at improving information management by crisis staffs in environments affected by disinformation. It includes a proposed model for working with information and practical recommendations for effectively managing information threats. The aim of the thesis is to contribute to a better understanding of the impact of disinformation on crisis management and to propose practical measures to enhance the effectiveness of crisis staffs in public administration.
