Právní rámec krizového řízení a ekonomická stabilizace obcí po povodních na Bruntálsku

Abstract

This thesis deals with the analysis of the floods that hit the Bruntál district in September 2024 and the functioning of the crisis management system at the local level. The aim of the thesis is to map the course of events, evaluate the functioning of the crisis management system and recovery mechanisms in the affected municipalities, analyse the experiences of residents and key actors and propose recommendations for improving preparedness and response to similar events. The theoretical part of the thesis defines the legal and institutional framework of crisis management in the Czech Republic with a focus on flood issues, describes the roles of individual actors and available funding and recovery tools. The practical part includes a detailed case study of the Krasov municipality, including personal reflections of the author, analysis of semi-structured interviews with representatives of municipalities and crisis management and evaluation of a quantitative questionnaire survey among residents of the affected areas. The results of the work point to the key role of local government and community solidarity, but also to significant gaps in crisis communication, aid coordination and material preparedness of smaller municipalities. At the same time, it is clear that effective consequence management and prevention require a combination of strategic flood control measures, improved emergency planning at the municipal level, and strengthened awareness and resilience of the population.
