Abstract

In my thesis, I concern on public contracts that are used to fund projects leading to human resource development. Funds come from the European Union budget, so the whole process is realized through European operation programs. As a goal I set to analyze necessity of the appeal for public contract that the applicant of grant from operation program included “Školení je šance” project has to use. I focused on the consistency of evaluating criterion that are the most important for the best supplier choosing. I examine, whether these criterion are set good enough to secure choosing of the best supply or not, because in case of wrong criterion setting, it may tend to efficiency in public spending.
