Příčiny deficitu státního rozpočtu a jeho vliv na hospodářskou politiku České republiky od roku 2000

Abstract

Tato diplomová práce je zaměřena na příčiny deficitu státního rozpočtu a jeho vliv na hospodářskou politiku České republiky od roku 2000. Autorem je v práci využita metoda ekonomické abstrakce, indukce, dedukce a horizontální a vertikální analýza. Příčinou deficitu státního rozpočtu je vláda, neboť při rozložení salda na jednotlivé složky je strukturální tou nejvýznamnější. Deficit vzniká pod vlivem změny výdajů státního rozpočtu, neboť příjmy se vyvíjejí více méně stabilně. Významný důsledek deficitu je spojen se způsobem jeho financováním. Dluhové financování vede k nárůstu státního dluhu, který je spojen s potřebou být obsluhován, zejména platit úroky. Ty nabývají na významu a jsou jednak důsledkem deficitu, ale také jeho příčinou. Transformace deficitu do podoby státního dluhu je žití na úkor budoucích generací, neboť domácnosti jsou držiteli mizivého množství státních dluhopisů. Neoklasický přístup k deficitu tak v praxi naráží na úskalí.

This diploma thesis is focused on the causes of state budget deficit and its influence on economic policy of the Czech republic since 2000. The author used the methods of economic abstaction, induction, deduction and horizontal and verical analysis. The cause of the budget deficit is the government, because the deconstruction of the balance on the individual components the structural is the most important ones. The revenues of state budget are evolving stable. Changes expenditures of the state budget to influence the deficit. Important consequence of the deficit is associated with method of financing. The debt financing lead to rise of state debt, which is need to be serviced, especially pay interest. Interest begin to be important and in first line the interest are consequence of the deficit, in second line the interest are cause of the deficit. The deficits transformation to the state debt is seriously living at the expense of future generation, because households owns very small amount of government bonds. The neoclassical approach to the deficit lead to difficulties in practise.
