Výkonnost veřejné správy v České republice a v Polsku

Abstract

The topic of the bachelor thesis was the performance of public administration in the Czech Republic and Poland. The aim of this work was to evaluate the performance of public administration in the Czech Republic and Poland from 2016 to 2020. To meet the main goal, two sub-goals were set. The first sub-goal was to map selected approaches to the evaluation of public administration in the Czech Republic and Poland and the second sub-goal was to evaluate the performance of public administration according to selected indicators with emphasis on public expenditure, government efficiency, evaluation of civil servants and evaluation of corruption in the Czech Republic and Poland from 2016 to 2020. A research question was also set: Is the performance of public administration in the Czech Republic and Poland below the average of EU countries according to the evaluation of selected indicators (financial, personnel and performance)? The bachelor thesis was structured into six chapters. The theoretical part was focused on defining public administration in the European administrative space. The practical part was devoted to the evaluation of public administration performance according to selected indicators with emphasis on public spending, government efficiency, evaluation of civil service employees and evaluation of corruption in the Czech Republic and Poland from 2016 to 2020. The evaluation based on the selected indicators showed that the differences between the performance of public administration in Poland and the Czech Republic are minimal. According to selected indicators, a greater difference was found only in the evaluation of the position of civil service employees.
