Abstract

This Thesis is focused on a Misdeed Proceeding which is closely connected with the Penalty Point Sytem. After the Reform of the Public Administration the Execution of this Competency was tranferred to Municipalities with expanded Competency which excercise it up to present Day. In my Thesis I have firstly described the Missdeed Proceeding and next Procedures leading to giving of Points for injurious Conduct of guilty Person. Then I have evaluated an Influence of the Penalty Point System in Relation to Number of killed People in Context of Traffic Accident. In the End of the Thesis I have specified Shortcomings of this System and I have suggested Solutions for increasing of Safety on the Communication over Land.
