Návrh systému pro správu oběhu dokumentů městské nemocnice

Abstract

Cílem mé diplomové práce byl návrh implementace informačního systému pro oběh a správu dokumentů pro městskou nemocnici. Pro řešení implementace systému byl vybrán Microsoft SharePoint online. První část je věnovaná teoretickým východiskům informačních systémů pro správu a oběh dokumentů. Jsou zde objasněny pojmy, jako je spisová a archivní služba, s jejich moduly a zaměřením na veřejnou správu. Ve druhé části je nastíněn právní rámec těchto systémů ve veřejné správě. Jsou zde objasněny některé zákony a směrnice, jako je například zákon o elektronickém podpisu, elektronických podatelnách a další. Třetí část je věnovaná analýze současného stavu a zjištění požadavků na budoucí informační systém. Analýza současného stavu je provedená pomocí strukturovaného rozhovoru, který byl veden s vedoucím IT oddělení. Dále byla provedena PEST a SWOT analýza pro zjištění vnějšího a vnitřního prostředí organizace. Čtvrtá část je zaměřena na návrh implementace informačního systému. Jsou zde popsány požadavky na systém a vymezení tří možných variant, ze kterých pomocí rozhodovací analýzy bylo vybráno optimální řešení. Pro toto řešení byl pak sestaven postup implementace informačního systému pro oběh a správu dokumentů.

The aim of my thesis was the design implementation of the information system for the document flow management of urban hospital. For the implementation solution of the system Microsoft SharePoint online was chosen. The first part is devoted to the theoretical bases of information systems for the management and distribution of documents. The concepts such as file and archive services, with their modules and focus on public administration are clarified. The second part outlines the legal framework for these systems in public administration. There are clarified certain laws and regulations, such as the law of electronic signature, electronic registries and more. The third part is devoted to the analysis of the current situation and to identify requirements for the future information system. Analysis of the current state is formed using a structured interview, which was conducted with the head of IT department. Moreover, PEST and SWOT analysis to determine the internal and external environment of the organization was created. The fourth part focuses on the design of information system implementation. There are described the system requirements and the definition of three possible options from which one was selected as optimal solution using decision analysis. For this solution, the procedure of implementation of the information system for the document flow management was then assembled.
