Abstract
This doctoral thesis analyses the issue of the development of towns and villages in relation to housing. It deals with a possible correlation between the housing and community development and other phenomena that are realized in the territory. The development of communities involved different groups of actors operating in the territory, e.g. private individuals, business entities or ellected officials. They make decissions for which they are responsible and which affect significantly the transformations and changes in municipalities. In the nineties of the 20th century, the Czech Republic underwent a transition period resulting in not only the changes in management, but also in the behaviour of residents and their personal preferences. Changes in preferences of the population after 1989 significantly influenced the look of today’s communities. People prefer living in family houses, living in the countryside, in the middle of green vegetation, but still in good transport access to major centers, they have higher demands for housing and its surroundings as well as services that are provided in the territory. As mentioned above, the aim of the theses is to determine whether there is a correlation between housing construction and the development of villages and cities, i.e. whether the community development is affected mainly by housing or other phenomena that are realized in territory. Since there are changes in the socio-economic development of communities and different preferencies of every single man, there are also changes in land use. Share of land used for housing, production, service and recreation is increasing at the expense of agricultural land. In the analysis of land-use plans, specific land-use changes in selected villages are introduced. The existence of the relationship of housing construction and the developmnent of villages and towns is documented on the background of changes in land use plans and reflects the personal preferences of actors that are otherwise statistically immeasurable. The metodology is applied to the South Moravia region, namely three selected localities that administratively belong under one municipality with extended authority. Selected communities differ in population, location and historical tradition. The target group of the solutions of this thesis are governing bodies. The results may provide new impulses that could lead to reassesment of approach of municipality to its development, not only in the housing portfolio, but also in subsequent organization of amenities and planning other supporting functions and services required for the smooth running of the village.
