Abstract
The bachelor thesis is focused on the position and structure of local governments in selected countries of the European Union. The aim of the work is to compare of local governments in the countries of the Visegrad Group with a focus on the structure and activities. The first part of the thesis clarifies the theoretical background, which relates to the issue of the European perspective on public administration and territorial self-government. The analytical part is solved with using comparative analysis and analysis of statistical data the activities and structure of local governments in the Visegrad Group countries based on selected criteria, which are territorial division, legislation of individual levels of local government, comparison of local governments bodies and according to funding. The practical part compares the competencies of local governments according to public services and the sources of their funding based on the classification function COFOG. The comparison is made in the years 2015-2019. The conclusion of the practical part is devoted to proposals and recommendations in the field of direct election of mayors and improving the quality of public services. At the end of the thesis, a research question concerning the scope of competencies of local and regional governments of the Visegrad Group countries in the field of selected public services is evaluated.
