Postavení a struktura místních vlád ve vybraných zemích EU

Abstract

Bakalářská práce je zaměřena na postavení a strukturu místních vlád ve vybraných zemí Evropské unie. Hlavním cílem práce je srovnat postavení, činnost a strukturu místních vlád v zemích Visegrádské skupiny. V první části práce jsou objasněna teoretická východiska, která se vztahují k problematice Evropského pohledu na veřejnou správu a územní samosprávu. Analytická část řeší s využitím komparativní analýzy a analýzy statistických dat činnost a strukturu místních vlád v zemích Visegrádské skupiny na základě zvolených kritérií, kterými jsou správní struktura a územní členění, legislativní úprava, činnost a postavení orgánů a zdroje financování. V praktické části jsou srovnávány kompetence místních vlád dle veřejných služeb a zdroje jejich financování na základě klasifikační funkce COFOG. Srovnání je prováděno v letech 2015-2019. Závěr praktické části se věnuje návrhům a doporučením v oblasti přímé volby starosty a zlepšení kvality veřejných služeb. V závěru práce je vyhodnocena výzkumná otázka týkající se rozsahu kompetencí místních a regionálních vlád zemí Visegrádské skupiny v oblasti vybraných veřejných služeb.

The bachelor thesis is focused on the position and structure of local governments in selected countries of the European Union. The aim of the work is to compare of local governments in the countries of the Visegrad Group with a focus on the structure and activities. The first part of the thesis clarifies the theoretical background, which relates to the issue of the European perspective on public administration and territorial self-government. The analytical part is solved with using comparative analysis and analysis of statistical data the activities and structure of local governments in the Visegrad Group countries based on selected criteria, which are territorial division, legislation of individual levels of local government, comparison of local governments bodies and according to funding. The practical part compares the competencies of local governments according to public services and the sources of their funding based on the classification function COFOG. The comparison is made in the years 2015-2019. The conclusion of the practical part is devoted to proposals and recommendations in the field of direct election of mayors and improving the quality of public services. At the end of the thesis, a research question concerning the scope of competencies of local and regional governments of the Visegrad Group countries in the field of selected public services is evaluated.
