Abstract

MOKRIŠOVÁ, Michaela. Komunikační platforma pro optimalizaci řešení úkolů ve stálé pracovní skupině krizového štábu obce s rozšířenou působností. Diplomová práce, Ostrava: VŠB – Technická Univerzita Ostrava, Fakulta bezpečnostního inženýrství, 2018, 64 s. Tématem diplomové práce je zpracování návrhu elektronické platformy pro podporu řešení úkolů stálou pracovní skupinou krizového štábu obce s rozšířenou působností. Úvodní část práce je věnována teoretickému základu systému krizového řízení, legislativním předpisům a vymezení pojmů z této oblasti. Následná část obsahuje přehled zřizovaných krizových štábů, seznámení se strukturou KŠ obcí s rozšířenou působností v Moravskoslezském kraji a analýzu současného komunikačního cyklu. Analýza silných a slabých stránek byla provedena metodou SWOT, na základě jejichž výsledku byl vytvořen návrh komunikační platformy.

The theme of this diploma thesis is the elaboration of the electronic platform for the support of the solution of tasks by the permanent working group of the crisis staff of the municipality with extended competence. The first part of the work is devoted to the theoretical basis of the crisis management system, the legislative regulations and the definition of terms from this area. The following part contains an overview of the established crisis teams, acquaintance with the structure of KŠ municipalities with extended competence in the Moravian-Silesian Region and analysis of the current communication cycle. Analysis of strengths and weaknesses was done using the SWOT method, which resulted in the design of the communication platform.
