Abstract
The subject of the doctoral dissertation is residential social services, specifically homes for the elderly and special regime homes, which are intended for the elderly (persons aged 65 years and older). The research responds to the fact that the Czech Republic has been struggling in recent years with the demographic ageing of the population and the growing number of people diagnosed with dementia. These facts have had an impact on a significant increase in demand for the provision of long-term social care and placement in residential social facilities. It is expected that due to demographic changes, demand for places in residential social facilities will increase more significantly. At the same time, residential social facilities face challenges in the form of rising operating costs and greater pressure
to provide services of the expected quality. One way to deal with these challenges is to increase the efficiency and productivity of individual services and processes.
The doctoral thesis is divided into two parts with respect to its main aim. The first part is focused on the evaluation of the supply of residential social services for the elderly at the level of the districts of the Czech Republic for the period 2014–2018, which is then assessed in relation to potential demand. Linear correlation and regression analysis are used to test this issue. The results showed that the supply of monitored residential social services for the elderly is not sufficient in some districts in relation to the size of potential demand. The second part of the thesis contains research models assessing the technical efficiency of the selected sample of 299 providers of residential social services for the elderly using the Data Envelopment Analysis model and the Malmquist Index within three defined models. The sample included in the analysis represents 37 % of residential social facilities for the elderly of the total number of the facilities. The results of technical efficiency show that selected residential social facilities for the elderly tend to be inefficient.
