Zhodnocení technické efektivnosti pobytových sociálních služeb dle modelu Data Envelopment Analysis

Abstract

Předmětem doktorské disertační práce jsou pobytové sociální služby, konkrétně domovy pro seniory a domovy se zvláštním režimem, které jsou určeny pro seniory (osoby ve věku 65+). Výzkum reaguje na skutečnost, že se Česká republika v posledních letech potýká s demografickým stárnutím obyvatelstva a rostoucím počtem osob s diagnostikovanou demencí. Tyto skutečnosti mají vliv na výrazné zvýšení poptávky po poskytování dlouhodobé sociální péče a po umístění v pobytových sociálních zařízeních. Očekává se, že vzhledem k demografickému vývoji se bude poptávka po místech v pobytových sociálních zařízeních ještě výrazněji zvyšovat. Současně pobytová sociální zařízení čelí výzvám v podobě rostoucích provozních nákladů a vyššího tlaku na poskytování služeb v očekávané kvalitě. Jednou z možností, jak se lze s danými výzvami vypořádat, je zvýšit efektivnost a produktivitu jednotlivých služeb a procesů. Doktorská práce je rozdělena na dvě části, a to ve smyslu definovaného hlavního cíle. První část je zaměřena na zhodnocení nabídky pobytových sociálních služeb pro seniory na úrovni okresů jednotlivých krajů za období 2014-2018, která je následně hodnocena ve vztahu k potenciální poptávce. K testování této problematiky je využita lineární korelační a regresní analýza. Výsledky prokázaly, že nabídka sledovaných pobytových sociálních služeb pro seniory není na území okresů některých krajů ve vztahu k velikosti potenciální poptávky dostatečná. Ve druhé části výzkumu je modelována technická efektivnost vybraného vzorku 299 poskytovatelů pobytových sociálních služeb pro seniory prostřednictvím modelů Data Envelopment Analysis a Malmquistova indexu v rámci tří definovaných modelů. Hodnocený vzorek představuje zhruba 37 % zařízení pobytových sociálních služeb pro seniory z hlediska jejich celkového počtu v České republice. Z výsledků technické efektivnosti vyplývá, že vybraná pobytová sociální zařízení pro seniory tendují spíše k neefektivnosti.

The subject of the doctoral dissertation is residential social services, specifically homes for the elderly and special regime homes, which are intended for the elderly (persons aged 65 years and older). The research responds to the fact that the Czech Republic has been struggling in recent years with the demographic ageing of the population and the growing number of people diagnosed with dementia. These facts have had an impact on a significant increase in demand for the provision of long-term social care and placement in residential social facilities. It is expected that due to demographic changes, demand for places in residential social facilities will increase more significantly. At the same time, residential social facilities face challenges in the form of rising operating costs and greater pressure to provide services of the expected quality. One way to deal with these challenges is to increase the efficiency and productivity of individual services and processes. The doctoral thesis is divided into two parts with respect to its main aim. The first part is focused on the evaluation of the supply of residential social services for the elderly at the level of the districts of the Czech Republic for the period 2014–2018, which is then assessed in relation to potential demand. Linear correlation and regression analysis are used to test this issue. The results showed that the supply of monitored residential social services for the elderly is not sufficient in some districts in relation to the size of potential demand. The second part of the thesis contains research models assessing the technical efficiency of the selected sample of 299 providers of residential social services for the elderly using the Data Envelopment Analysis model and the Malmquist Index within three defined models. The sample included in the analysis represents 37 % of residential social facilities for the elderly of the total number of the facilities. The results of technical efficiency show that selected residential social facilities for the elderly tend to be inefficient.
