Zhodnocení hospodaření vybrané velikostní skupiny obcí v České republice

Abstract

Jednou z možností, jak zjistit, jestli obec hospodaří, jak má, ve srovnatelném měřítku, je porovnat ji s ostatními obcemi, které mají podobný stupeň přenesené působnosti a podobný počet obyvatel. Inspirovat se od nejlepších a vyvarovat se nejhorších. Cílem diplomové práce je zhodnotit hospodaření vybraných 12 obcí s rozšířenou působností v České republice za období 2012 až 2019. Tato práce by měla potvrdit nebo vyvrátit výzkumnou hypotézu, u které je předpoklad, že zařazení výsledku hospodaření do analýzy prostřednictvím multikriteriální analýzy WSA bude představovat zhoršení celkových výsledků obce. V diplomové práci byly porovnány příjmové a výdajové indikátory v období 2012-2019 přepočtené na 1 obyvatele. Indikátory byly použity individuálně, a taktéž v rámci multikriteriální metody WSA. Podle WSA metody byla v období 2012-2019 nejlépe hodnocena obec Klatovy a nejhůře obec Náchod. Poté jsme se zaměřili na indikátor výsledku hospodaření, tedy jak výsledek hospodaření ovlivní užitky obcí získané analýzou WSA.V 52 % případů (ve 101 z 192 případů) ovlivnil výsledek hospodaření konečné užitky analýzy WSA pozitivně. Z tohoto důvodu vyvracíme stanovenou hypotézu a přikláníme se k pozitivnímu vlivu výsledku hospodaření na hospodaření obce.

One way to find out if a municipality manages as it should, on a comparable scale, is to compare it with other municipalities that have a similar degree of delegated competence and a similar number of inhabitants. The aim of the diploma thesis is to evaluate the management of selected 12 municipalities with extended powers in the Czech Republic for the period 2012 to 2019. This thesis should confirm or refute the research hypothesis, which is assumed that the inclusion of economic results in the results of the analysis of the municipality will represent a less benefit. The diploma thesis compared income and expenditure indicators in the period 2012-2019 recalculated per capita. The indicators were used individually, and also within the multi-criteria WSA method. According to the WSA method, the municipality of Klatovy was rated the best in the period 2012-2019 and the municipality of Náchod the worst. Then we focused on the economic result indicator, ie how the economic result will affect the benefits of municipalities obtained by the WSA analysis. In 52% of cases (in 101 out of 192 cases) the economic result affected the final benefits of the WSA analysis positively. For this reason, we refute the established hypothesis and lean towards the positive impact of the economic result on the economy of the municipality.
