Abstract

This diploma thesis deals with personnel page of public administration and civil service in selected EU countries. The aim of the thesis is to compare the personnel aspect and civil service system in the Czech Republic and Poland in the period 2017-2022. The theoretical part of the thesis defines human resource management and the personnel aspect of the public administration and then focuses on the directions and concepts of management and senior civil service and top public management. The analytical part evaluates civil servants and their remuneration, the civil service system according to selected criteria and by applying SWOT analysis in the Czech Republic and Poland. The method of time series analysis, comparative analysis and SWOT analysis are used to evaluate the results.
