Rozhodovací procesy při projektové přípravě staveb integrovaného záchranného systému

Abstract

Celospolečenská poptávka po zvyšování efektivity a hospodárnosti vynakládání finančních prostředků z veřejných zdrojů přináší otázky a výzvy v oblasti plánování a financování výdajů. Státní a veřejná správa musí na tuto poptávku reagovat, a to i v případech, kdy jsou připravovány a realizovány běžné výdaje spojené s financováním reprodukce nemovitého majetku. Disertační práce „Rozhodovací procesy při projektové přípravě staveb Integrovaného záchranného systému“ se věnuje problematice přípravy a realizace reprodukce nemovitého majetku, a to zejména s ohledem na přípravu a realizaci stavebních investičních i neinvestičních projektů malého rozsahu. Disertační práce spojuje stávající poznatky a znalosti z oblasti obecné analýzy investičních projektů se současným stavem běžně používaných metod hodnocení a přípravy realizace stavebních projektů ve státní správě. Na základě těchto poznatků je v práci navržen postup a metody hodnocení připravovaných projektů z oblasti reprodukce nemovitého majetku a současně navržena metoda pro přípravu a zpracování ročního rozpočtu organizace na krytí výdajů spojených s plánovanou reprodukcí nemovitého majetku.

Doctoral dissertation "The decision-making processes in the project preparation process of the Integrated Rescue System" is dedicated to the preparation and implementation reproduction of real estate, especially with regard to the preparation and implementation of construction investment and non-investment projects of small scale. Doctoral dissertation combines existing knowledge and expertise in the field of general analysis of investment projects, the current condition of the commonly used methods of evaluation and preparation of the implementation of construction projects in the state administration. Based on these findings, this doctoral dissertation proposes a procedure and method of evaluation of upcoming projects in the field of reproduction of property and simultaneously propose a method for the preparation and organization of the annual budget to cover expenses related to the planned reproductions of real estate
