Abstract
This master's thesis focuses on the design of instrument flight procedures for Helicopter Emergency Medical Services (HEMS) with the aim of increasing the reliability and availability of air rescue operations under Instrument Meteorological Conditions (IMC) in the Ostrava region. The primary objective is the design of Point-in-Space (PinS) instrument approach and departure procedures for the University Hospital Ostrava (LKOP) and HEMS Base Ostrava-Zábřeh (LKOZ) heliports, complemented by the design of a Low-Level IFR Route (LLR). The proposed solution applies the Performance-Based Navigation (PBN) concept with RNP specifications and strictly complies with the international methodology of ICAO PANS-OPS Doc 8168. A comprehensive Obstacle Assessment Surface (OAS) analysis was conducted. As a result, the Obstacle Clearance Altitude (OCA) for the LKOP heliport was established at 1115 ft AMSL for the LPV approach and at 1246 ft AMSL for LP minima. For the LKOZ heliport, the OCA was established at 997 ft AMSL for the LPV approach and at 1108 ft AMSL for LP minima. The study also includes the design of an LLR route between the OGDAS and UPLAV waypoints (RNP 0.3) with a MOCA of 2300 ft AMSL and MEA of 2800 ft AMSL. The thesis further defines essential operational and coordination procedures with respect to the proximity of the Ostrava-Mošnov Airport Control Zone (CTR). Based on an analysis of Ostrava HEMS operations, the implementation of these procedures would demonstrably reduce the number of canceled missions and enhance overall safety.
