Změny územně plánovacích podkladů a dokumentace na vybraných územích

Abstract

Předmětem disertační práce je téma Změny územně plánovacích podkladů a dokumentace na vybraných územích. Práce je zaměřena zejména na fungování, průběh zpracování, historii a změny územně plánovacích podkladů a územně plánovacích dokumentací, a to jak z hlediska legislativního rámce a teoretických aspektů, tak následně také názorným posouzením těchto dokumentů a uvedením konkrétních oblastí, kterými jsou v tomto případě oblast Hlučínska a Osoblažska, respektive posouzením územně plánovacích podkladů a územně plánovacích dokumentací jednotlivých obcí této oblasti. Provedením analýzy situace v určitém časovém rozmezí z hlediska porovnání vybraných ukazatelů reprezentujících průběh změn a vývoje konkrétních obcí sledovaného území, průzkumem možné závislosti polohy těchto obcí vzhledem k nejbližším městům, dopravní přístupnosti, nabízené občanské vybavenosti, stavu technické infrastruktury, pracovních příležitostí, nabídce nových zastavitelných ploch a následné omezení možnosti realizace staveb či celkovou atraktivitou prostředí, je snaha prověřit, zda i přes veškerou činnost obcí ve smyslu utvářet, měnit a přizpůsobovat rozvoj jejich území aktuálním požadavkům, si stávající sídelní struktura, která vznikala po staletí, zachovává stále svojí osobitou tvář a také, co ovlivňuje územní rozvoj v těchto lokalitách. Závěrem jsou uvedeny výsledky a vyhodnocení práce včetně možnosti jejího uplatnění v následné územně plánovací činnosti a nastínění dalšího možného postupu rozvoje obcí a regionů.

The subject of this doctoral thesis is the topic Changes of land-use planning information and documentation on selected territories. The thesis is focused mainly on the functioning, the progress of the work, the history and the changes of the land-use planning information and the land-use planning documentation, both from the point of view of the legislative framework and the theoretical aspects, as well as by the illustrative assessment of these documents and the specific territories, Hlučín and Osoblaha regions, respectively the assessment of the land-use planning information and the land-use planning documentation of individual municipalities in the area. By analyzing the situation over a certain period of time in terms of comparison of selected indicators representing the course of changes and development of particular municipalities of the monitored territory, exploring the possible dependence of the position of these communities with respect to the nearest towns, transportation accessibility, offered amenities, condition of technical infrastructure, employment opportunities, offering new building lands and the consequent limitation of the possibility of realization of the buildings or the overall attractiveness of the environment there is an attempt to verify whether despite the entire activity of the municipalities in the sense of shaping, changing and adapting the development of their territory to the current requirements, the existing settlement structure, which has been established for centuries, still retains its distinctive face and also what influences the territorial development of these sites. In conclusion, the results and evaluation of the work, including the possibility of its application in the subsequent land-use planning activities and the outline of the possible development of municipalities and regions are set out.
