Dostupnost bydlení v České republice

Abstract

Tato bakalářská práce se zabývá analýzou a komparací dostupnosti bydlení v jednotlivých krajích České republiky v období mezi lety 2014–2024. Hlavním cílem práce je zhodnotit regionální rozdíly v dostupnosti bydlení a identifikovat oblasti s nejvyšší a nejnižší úrovní dostupnosti. Získané poznatky mohou sloužit jako podklad pro tvorbu bytové politiky, stanovení příspěvků na bydlení i rozhodování o dalším rozvoji bytového fondu v jednotlivých regionech. Práce se opírá o dvě výzkumné otázky. První z nich zkoumá, zda nejnižší dostupnost bydlení ve sledovaném období vykazuje Praha. Tento předpoklad vychází z dlouhodobě vysokých cen nemovitostí, nepoměru mezi cenami a příjmy obyvatel a silné poptávky po bydlení v hlavním městě. Druhá výzkumná otázka ověřuje, zda nejvyšší dostupnost bydlení vykazuje Ústecký kraj, který je charakteristický nižšími cenami nemovitostí i nájemního bydlení. Metodologicky práce vychází z deskriptivní statistiky, přičemž důraz je kladen zejména na průměrné hodnoty sledovaných ukazatelů. Data jsou analyzována v časové řadě a zároveň porovnávána mezi jednotlivými kraji s cílem zachytit regionální rozdíly. Součástí analýzy je také posouzení vztahu mezi cenami bydlení a příjmy obyvatel, konkrétně prostřednictvím podílu ceny nemovitosti na příjmu a podílu nákladů na nájem na příjmu. Práce je strukturována do šesti kapitol. Úvodní kapitola vymezuje cíl práce, výzkumné otázky a použité metody. Druhá kapitola se věnuje teoretickým východiskům a bytové politice. Třetí kapitola analyzuje domovní a bytový fond. Čtvrtá kapitola definuje indikátory dostupnosti bydlení. Pátá kapitola prezentuje výsledky analýzy a šestá kapitola shrnuje hlavní zjištění a závěry práce.

This bachelor’s thesis analyzes and compares housing affordability across the individual regions of the Czech Republic for the period 2014–2024. The main objective of the thesis is to assess regional differences in housing affordability and identify the areas with the highest and lowest levels of affordability. The findings can serve as a basis for the formulation of housing policy, the determination of housing subsidies, and decisions regarding the further development of the housing stock in individual regions. The thesis is based on two research questions. The first examines whether Prague exhibits the lowest housing affordability during the period under review. This assumption is based on long-term high real estate prices, the imbalance between prices and residents’ incomes, and strong demand for housing in the capital. The second research question examines whether the Ústí nad Labem Region exhibits the highest housing affordability, as it is characterized by lower real estate and rental housing prices. Methodologically, the study is based on descriptive statistics, with particular emphasis placed on the average values of the indicators under review. The data are analyzed as a time series and compared across individual regions to identify regional differences. The analysis also includes an assessment of the relationship between housing prices and residents’ incomes, specifically through the ratio of property prices to income and the ratio of rental costs to income. The thesis is structured into six chapters. The introductory chapter defines the thesis’s objective, research questions, and methods used. The second chapter focuses on theoretical foundations and housing policy. The third chapter analyzes the housing stock. The fourth chapter defines indicators of housing affordability. The fifth chapter presents the results of the analysis, and the sixth chapter summarizes the main findings and conclusions of the thesis.
