Abstract
The diploma thesis evaluates the static and dynamic technical efficiency of all 14 kindergartens established as allowance organizations in the administrative district of Frýdlant nad Ostravicí, the municipality with extended powers, in the period 2013–2018. The evaluation of the static and dynamic technical efficiency was performed by the multi-criteria method of Data Envelopment Analysis – DEA and Malmquist index. The technically oriented Model I. proved that 71.4% of the kindergartens were fully efficient in the school year 2017/2018. As shown by the economically oriented Model II., only 28.6% of the kindergartens reached the full efficiency in 2017. In case of the Model I., most of the kindergartens (57.1%) stagnated between the last and the first examined period, while 28.6% of the kindergartens deteriorated, as revealed by the Malmquist index-based comparison of the technical efficiency. As for the Model II., 64.3% of the kindergartens aggravated during the same period, while the rest of them improved. In the end, possible solutions to the insufficient technical efficiency of certain kindergartens are proposed.
